Perform inlining optimizations on the JavaScript AST. TODO(bobv): remove anything that's duplicating work with JsStaticEval migrate other stuff to that class perhaps.

MAX_INLINE_FN_SIZE

public static final int MAX_INLINE_FN_SIZE

The maximum number of statements a function can have to be actually considered for inlining. Setting gwt.jsinlinerMaxFnSize = 50 and gwt.jsinlinerRatio = 1.7 (as was originally) increases compile time by 5% and decreases code size by 0.4%.
